Qualification Summary
Selective Placement Factor for the Environmental Engineering (0819) series. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: This position requires the incumbent to be a current registered Professional Engineer in the District of Columbia, Guam, Puerto Rico, or any State in the U.S. NOTE: You must submit a copy of your registration with your application to be considered for these positions. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing the application of the National Environmental Policy Act (NEPA) and related environmental programs for an organization; 2) Reviewing NEPA documentation, including Record of Categorical Exclusions (RCEs), Environmental Assessments (EAs) and Environmental Impact Statement (EISs) for various actions; and 3) Utilizing a wide range of theories, principles, concepts, practices, standards and methods of natural resources management, biological and physical sciences to manage the NEPA program for an organization. Applicants for the Community Planning (0020 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner. OR You have a combination of education and experience where the courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Applicants for the Biology (0401 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position. OR You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
