Qualification Summary
Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-09 grade level, 1 year (12 months) of specialized experience equivalent to GS-08 is required. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is directly related to the work of the position to be filled. Experience in leading and administering the implementation of strategies, tactics, and suppression methods using rotor wing aircraft; overseeing complex aircraft operations in fire and for resource management missions to include the use of the NWCG National Standards for Helicopter Operations and oversight of aircraft contracts, implementing current aviation safety practices and procedures along with the risk analysis process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of Education for Experience: For GS-09: 36 semester hours (2 years) of graduate education which is DIRECTLY related to work of the position OR an equivalent combination of specialized experience and education. Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. 1) Prior on-the-line firefighting: The Department of the Interior defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types: (1) Wildfires – Unplanned ignitions or prescribed fires that are declared wildfires; and (2) Prescribed Fires – Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week. 2) To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (currency not required at time of referral, but may be required to obtain and maintain currency if selected): A) Previous season as an Assistant Fire Helicopter Crew Supervisor. B) Incident Commander, Type 4 (ICT4), AND Helicopter Manager (HMGB), AND Helibase Manager (HEBM). You must meet all selective placement factor requirements by the closing date of the announcement unless stated otherwise. Physical Demands: Essential functions require arduous exertion for protracted periods of time such as, but not limited to, extensive running, walking, climbing, kneeling, stooping, pulling hoses, jumping, and twisting. Duties involve fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on employee during fire activities. Work Environment: The work is primarily performed at remote locations, airstrips, helibases, unimproved helispots, forest and range environments of extreme high and low temperatures, steep terrain, and uneven work surfaces. Due to the mission requirements of low-level flight in mountainous terrain, firefighting, and incident support, the position is subject to substantial hazards on a regular and recurring basis. The work involves exposure to potentially dangerous situations caused by uncontrolled wildfire, numerous aircraft being flown in proximity and mountainous terrain. Errors could be catastrophic and result in serious injury or death. The hazardous nature of the work requires that personal protective equipment be worn (boots, hardhat, gloves, flame resistant clothing, etc.). Other hazards include, the handling of hazardous materials, carbon monoxide, dust and debris and the use of other mechanical or motorized equipment. This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
