Qualification Summary
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/28/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: conducting inspections to collect data that identifies Environmental protection programs deficiencies or imbalances to assist in the developing and implementing plans that modify policies or procedures that comply with frequent changes to applicable laws and regulations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master’s or equivalent graduate degree OR I have completed 2 full years of progressively higher-level graduate education leading to such a degree OR I have completed a LL.B. or J.D., if related (such as: Masters in Environmental Science, Environmental Studies, Master of Public Administration in Environmental Policy, Public Administration in Environmental Science, Environmental Science & Policy, Environmental Engineering, Environmental Planning, Environmental Planning and Management, Environmental Policy, Environmental Studies and Resource Management) must demonstrate the knowledge, skills, and abilities necessary to do the work). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience as described in A but less than one year, and I have more than two years, but less than three years of graduate education as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-11 Grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: managing the Green Environmental Management System (GEMS) programs ensuring the programs are compliant with federal, state, and local regulations governing air emissions, hazardous materials, non-hazardous and hazardous waste, oil spills, water quality, and the storage of regulated substances (such as: petroleum products, chemicals, and wastes), by conducting inspections to collect data that identifies program deficiencies or imbalances to develop and implement plans to modify policies or procedures that comply with frequent changes to applicable laws and regulations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree OR three full academic years of progressively higher-level graduate education leading to such a degree in one or a combination of the following fields: (such as: Doctor of Philosophy in Environment and Sustainability Environmental Applied Science and Management; Environmental Policy, Environmental Science, Environmental Science and Management, Environmental Studies, Philosophy in Sustainability Science Philosophy in Sustainable Development) or a closely related field. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience as described in A but less than one year, and I have more than two years, but less than three years of graduate education as described in B. You will be rated on the following Competencies for this position: Compliance Environmental Engineering Problem Solving Self Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily in an office setting. Remainder of work is in field conditions performing work site inspections. Work may require travel to other health care center facilities and Community Based Outpatient Clinics (CBOCs) to ensure environmental compliance. There may be exposure to moderate risks or discomforts in waste storage areas, wastewater treatment and boiler plants; and when responding to spills (e.g. fuel oil, lab chemicals).
