Qualification Summary
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. MRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Experience. One year of creditable experience that indicates knowledge of medical terminology, anatomy, physiology, and a general understanding of health records. Six months of the required one year of creditable experience must have provided the knowledge, skills, and abilities (KSAs) needed to perform MRT HIT work. OR, Education. An associate’s degree from an accredited college or university recognized by the U.S. Department of Education, with a major field of study in health information technology/health information management, or a related degree with a minimum of 12 semester hours in health information technology/health information management (e.g., courses in medical terminology, anatomy, physiology, legal aspects of health care, and introduction to health records). OR, Experience/Education Combination. Equivalent combinations of creditable experience and education are qualifying towards meeting basic experience requirements. The following educational/training substitutions are appropriate for combining education and creditable experience: Six months of creditable experience that indicates knowledge of medical terminology, privacy and release of information, the health record, and one year above high school with a minimum of six semester hours of health information technology/health information management. Six months of creditable experience that indicates knowledge of medical terminology, privacy and release of information, the health record, and successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the U.S. Armed Forces or the U.S. Maritime Service, under close medical and professional supervision, may be substituted on a month-for-month basis for up to six months of experience, provided the training program included courses in anatomy, physiology, and health record techniques and procedures. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-4 MRT (HIT) Entry Level: Experience or Education. None beyond basic requirements. GS-5 MRT (HIT) Experience. One year of experience equivalent to the next lower grade level or successful completion of four years of education above high school from an accredited college or university with a minimum of 24 semester hours in health information technology. Demonstrated KSAs. In addition to the experience above, the candidate must demonstrate the following KSAs: Ability to utilize health information technology and various office software products utilized in MRT (HIT) positions (e.g., the electronic health record, coding software, release of information systems, etc.); Knowledge of the Joint Commission requirements, CMS guidance and/or health record documentation guidelines; and Ability to manage priorities and coordinate work in order to complete duties within required timeframes and ability to follow-up on pending issues. Assignment. Employees at this grade level serve in developmental positions as MRT (HIT) and receive guidance from more experienced HIT staff members for more complex medical records. Assignment. One year of experience equivalent to the next lower grade level. Demonstrated KSAs. In addition to the experience above, the candidate must demonstrate the following KSAs: Ability to apply knowledge of medical terminology and human anatomy to fully understand the content of a patient record; Ability to navigate efficiently through the paper and/or electronic medical record to locate needed information; Skill in interpreting and adapting health information guidelines and ability to use judgment in completing assignments; and Knowledge of all components of the health record and ability to analyze and abstract pertinent information to meet Joint Commission and/or regulatory health record documentation requirements. Assignment. This is a developmental level for HITs. HITs at this level analyze, abstract, compile, maintain, and extract information from the health record, working under the review of the supervisor. Check for completeness and accuracy of the health record, and monitor and report for regulatory compliance. Receive guidance from more experienced staff members for more complex medical records. GS-7 (Full Performance Level) Experience. One year of experience equivalent to the next lower grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to judge whether medical records contain sufficient information for regulatory requirements; are acceptable as legal documents; are adequate for continuity of patient care; and support education and research needs. This includes the ability to take appropriate actions if medical record contents are not adequate, accurate, timely, and/or reliable; Skill in using appropriate software and data applications in order to analyze and record documentation trends; Skill in communicating with individuals or groups who may be uncooperative, or skeptical, in order to obtain the desired effect, such as gaining compliance with established policies and regulations; Ability to manage priorities and coordinate work in order to complete duties in an accurate and timely fashion. This includes the ability to follow-up on pending issues and an understanding of the impact of incomplete work; Ability to work independently to accomplish a variety of responsibilities including setting priorities, organizing and adjusting workflows, and utilizing problem-solving techniques in the accomplishment of work; and Knowledge of qualitative and/or quantitative methods for assessment and improvement of medical record functions. Assignment. This is considered the full performance level for HITs. HITs review, analyze, abstract, compile, maintain, and extract information from the health record. Check for completeness and accuracy of the health record, and monitor and report for regulatory compliance. References: VA HANDBOOK 5005/79 PART II APPENDIX G35 The full performance level of this vacancy is GS 07. The actual grade at which an applicant may be selected for this vacancy is in the range of GS 04 to GS 07. Physical Requirements: The work is primarily sedentary. There is walking, bending and reaching required such as for filing or locating material, and carrying items such as reports, documents, and supplies. Entering data and word processing on a personal computer may result in physical problems from the effects of repetitive motion and eyestrain.
