Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 grade level: One year of specialized experience equivalent to at least the next lower grade GS-09, or equivalent pay band, in the normal line of progression for the occupation in the organization that demonstrates ability to use a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex clinical and administrative processes and systems; knowledge of large healthcare systems and its current operational, management, resource allocation, and strategic planning practices; and a comprehensive knowledge of current issues, trends and anticipated developments in health care delivery and financing. NOTE: Examples of this specialized experience must be located within your resume
OR have successfully completed a Ph.D. or equivalent doctoral degree, OR Successfully completed 3 full years of progressively higher level graduate education leading to such a degree, OR possess a combination of the experience and education previously described, that when combined, equal 100% of the requirement. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-12 grade level: One year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex clinical and administrative processes and systems; extensive knowledge of large healthcare systems and current operational, management, resource allocation, and strategic planning practices; and a comprehensive knowledge of current issues, trends and anticipated developments in health care delivery and financing. NOTE: Examples of this specialized experience must be located within your resume. GS-13 grade level: One year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the development, implementation and assessment of financial and workload information; utilizing knowledge of health care policy and administration to generate and apply new concepts in planning, conducting and evaluating short- and long-range studies; leading process improvement teams; negotiating effectively with top management and department/service chiefs; and experience that demonstrates Executive-level oral and written communications skills. NOTE: Examples of this specialized experience must be located within your resume. There is no educational substitution for the GS-12 and GS-13 levels. Individual Occupational Requirement: Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
