Qualification Summary
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): For All Professional Engineering Positions, 0800 – CLICK HERE. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-07: Ability to perform routine engineering design work for the construction of new or the improvement or modification of existing water, sewer, or waste disposal systems through experience and/or education; select and apply engineering principles and concepts; and establish priorities and deadlines for projects, OR EDUCATION – one year of graduate-level education or superior academic achievement. GS-09: Perform engineering design work for the construction of new or the improvement or modification of existing water, sewer, or waste disposal systems by selecting, adapting and applying engineering principles and concepts due to the varied characteristics of the water, sewer, and sold waste facilities and the different environmental conditions involved in individual projects, OR EDUCATION – two years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree. GS-11: Designing new or improved sanitation facilities such as water and wastewater treatment facilities, water and wastewater pumping stations, sanitary sewer collection systems, water distribution systems, and water supply facilities; perform contract management and oversight of sanitation project requirements; evaluate sanitation facility designs and specifications to ensure conformance with project requirements and budget; and visit work sites to observe condition of sanitation facilities, OR EDUCATION – 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. SELECTIVE FACTOR – DEGREE: Position requires knowledge to evaluate sanitation facilities (water, sewer, and solid waste), identify deficiencies, and prepare engineering studies and reports; prepares project documents including Project Summaries, Environmental Reviews, and feasibility studies; collect required information necessary to prepare construction drawings including topographic surveys, existing facilities, soils sampling and analysis; and review schematic, construction, and planning drawings and construction specifications prepared by other engineers. Knowledge must be gained through education with a four year of degree in Civil Engineering, Environmental Engineering, or Environmental Resources Engineering. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
