Qualification Summary
In accordance with the ‘MEMORANDUM FOR DEPARTMENT OF THE AIR FORCE COMMANDERS’ dated 3 September 2021, effective immediately, commanders in the Department of the Air Force shall take all steps necessary to ensure all uniformed Airman and Guardians receive the COVID-19 vaccine, which includes issuing unit-wide and individual orders to their military members. Commanders must take action systematically and as expeditiously as possible to ensure prompt and full vaccination of Service members. Unless exempted, Ready Reserve, to include National Guard, Airman and Guardians will be fully vaccinated by 2 December 2021. If selected, if not already vaccinated, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by 2 December 2021 or before appointment or onboarding with the agency, if after 2 December 2021. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement. This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION:

AOC 1: NG Employees working at the location specified
AOC 2: NG Employees of the Pennsylvania National Guard
AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians)
AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard
AOC 5: All others willing to become members of the Pennsylvania National Guard TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Selected Individual(s) will not receive an effective date prior to 09-Oct-2022, pending further guidance or changes from National Guard Bureau Military Grades:

Enlisted: E1-E9 Supervisor for this position is Lt Col Weitzel Manpower #: L0868897 *NOTE: Accessioning into this position is contingent upon verification of Top Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE: Applicant must indicate at least 36 months experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
