Qualification Summary
All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listedbelow to be eligible forconsideration. Eligibility will be based on a clear demonstration that the applicant’s training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.Your resume must show possession of the Executive Core Qualifications (ECQs) listedbelow but must not address the ECQs through separate narrative responses.
You must submit a supplemental statement that separately addresses each of the Mandatory Technical Competencies (MTCs) listed below.Your resume should also corroborate your possession of the MTCs.Your supplemental MTC statement must be restricted to no more than one (1) page perMTC. Information beyond one page for each MTC will not be evaluated.Your application will not be considered if you fail to submit this supplemental statement.Please see the “Required Documents” section below for complete instructions on the content and format of your application package.MANDATORY TECHNICAL COMPETENCIES: Demonstrated experience working with executive level colleagues, employees, customers and other stakeholders to identify, develop and implement solutions and resolve issues related to the acquisition/management of Federal information technology/telecommunications. Demonstrated experience in the principles of category management, including: optimizing contract vehicles for acquiring services, managing data collection and analysis, leveraging supplier relationships, maximizing customer relationships, and establishing and managing communities of practice. EXECUTIVE CORE QUALIFICATIONS (ECQs):1. Leading Change -This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.2. Leading People -This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.3. Results Driven -This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.4. Business Acumen -This core qualification involves the ability to manage human, financial, and information resources strategically.5.
