Qualification Summary
BASIC REQUIREMENTSA. Successful completion of all mandatory training prescribed by the head of the agency for completion of FAC-C Level III or equivalent certification for progression to GS-13 or higher level contracting positions, including at least four (4) years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to the work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.ANDB. Successful completion of a full four-year course of study leading to a bachelor’s degree with a major in any field, that included or was supplemented by at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.ORC. EXCEPTION: Applicants for GS-1102-13 positions will be qualified if they have held a GS-1102-13 position since January 1, 2000.ORD. WAIVER: Requirements of paragraphs A and B above may be waived if the agency’s senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.ADDITIONAL EXPERIENCE REQUIREMENTS FOR GS-13:In addition to meeting the basic qualification requirements, applicants must have 1 year of specialized experience equivalent to the GS-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience is defined as: planning, executing, and administering contracting matters, including pre-award and and/or post award contracting functions relating to the acquisition of goods and services to support the programs and operations of an organization. Must include explaining legal and regulatory requirements and contract terms and conditions which impact significant procurement issues; determining the contract methods to be used and develops the terms and conditions for the solicitation; applying knowledge of a procurement functional area sufficient to provide expert advice and consultation; providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities/performance of the contractor, and anticipating problems.Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM’s website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.aspAll qualification requirements must be met by the closing date of this announcement.
