Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In order to qualify for this position you must meet the you must also have the following: To qualify at the GS-07 grade level, you must have:
A. Specialized Experience: One year of specialized experience which includes one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes experience assisting higher level employees in the planning, implementing, and/or documenting environmental studies or natural resource management activities utilizing basic biological practices, principles, and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05); OR
B. Education: One year of graduate level education; or Superior Academic Achievement in a field of study directly related to the position such as Biology, Natural Resource Management, or Environmental Engineering (NOTE: You must attach a copy of your transcripts); OR
C. Combination of Education & Experience: Successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). To qualify at the GS-09 grade level, you must have:
A. Specialized Experience: One year of specialized experience which includes evaluating routine Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act Department of the Army permit applications and modifications of permits for activities; preparing non-standardized, biological, or environmental technical reports and correspondence; monitoring compliance; and conducting routine investigations related to regulatory permits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07); OR
B. Education: 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree in a field of study directly related to the position such as Biology, Natural Resource Management, or Environmental Engineering (NOTE: You must attach a copy of your transcripts); OR
C. Combination of Education & Experience: Successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). To qualify at the GS-11 grade level, you must have:
A. Specialized Experience: One year of specialized experience which includes evaluating applications and/or modifications of Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act Department of the Army permits; preparing decision documents, environmental assessments, and/or environmental impact statements; monitoring compliance; and conducting investigations related to permits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09); OR
B. Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field of study directly related to the position such as Biology, Natural Resource Management, or Environmental Engineering (NOTE: You must attach a copy of your transcripts); OR
C. Combination of Education & Experience: Successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). You will be evaluated on the basis of your level of competency in the following areas: Compliance InspectionEnvironmental Assessment, Data Analysis, and Decision MakingEnvironmental DocumentationTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
