Qualification Summary
GS 12: To be eligible at the GS 12 level, you must meet one full year of specialized experience as defined below.
Specialized Experience: One full year of specialized experience equivalent to the GS 11 level. Specialized Experience is defined as providing comprehensive management advisory and technical services in regard to Federal Civilian Human Resources laws and regulations; applying analytical and problem solving methods and techniques; and presenting findings or recommendations related to staffing and recruitment and two or more of the following areas: position classification, performance management and recognition systems, compensation and leave, employee benefits or processing, records management and administration. Examples of specialized experience include: advising management on recruitment methods and strategies; performing complex position analysis to determine position requirements and area of consideration; preparing and reviewing position descriptions; reviewing performance elements and standards and awards for regulatory propriety and support of organizational goals; providing advice on basic pay, premium pay and leave administration laws and regulations; providing advisory services and assistance to employees, managers and beneficiaries in the administration of federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs; administering a personnel records management program to ensure accurate processing and recording of all personnel actions. The ideal candidate will have a broad background in multiple HR functional areas including staffing, classification, compensation, performance management, leave, and benefits; and be proficient in multiple HR systems, including staffing, payroll, employment records (eOPF), and compensation/benefits. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority. Such proof may include a copy of your written notification of ICTAP eligibility or a copy of your separation personnel action form. Career Transition Assistance Plan (CTAP)-The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies.
