Qualification Summary
This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need.
GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying fact finding and researching techniques to prepare responses to customers;
Establishing effective working relationships and communicating with others orally and in writing;
Reviewing finished forms for completeness and accuracy;
Providing information on systems, processes, and procedures to customers;
Managing multiple responsibilities independently. OR You may substitute a Master’s degree or two full years of progressively higher-level graduate education leading to such a degree in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: In addition to the requirements at the lower grade level(s), to qualify at the GS-11level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Researching and interpreting a variety of personnel regulations to resolve classification issues;
Applying a full range of position classification and position management principles to make definitive determinations in the proper crediting of factor levels, allocation of grade levels, and to document grade distinctions;
Communicating and delivering briefings, staff reports, and correspondence to provide recommendations to management on organizational structures, grade levels, and position management. OR You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarters hours. GS-12: In addition to the requirements at the lower grade level(s), to qualify at the GS-12level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying human resources management concepts, laws, policies and practices to solve classification issues and make recommendations;
Making final determinations on the ultimate allocation of grade levels to positions and documenting grade distinctions with supporting criteria and justification;
Resolving complex classification problems and communicating results to all levels of management;
Performing desk audits and providing position management consultation. GS-13: In addition to the requirements at the lower grade level(s), to qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying a broad spectrum of Human Resource knowledge skills and abilities, to provide expert classification advice, guidance, and policy interpretation on a wide range and variety of complex HR issues;
Providing expert level advice in the areas of position classification and position management to USCIS managers, employees, and mission support staff;
Performing program and project oversight for classification initiatives;
Providing technical advice to lower-graded HR specialists, to facilitate full position classification and management advisory services.
