Qualification Summary
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting the Basic Requirements listed under the Education section, to qualify for this position you must also meet the qualification requirements listed below: For GG-11: Specialized Experience One year of specialized experience which includes: recommending necessary electrical contract changes; troubleshooting electrical engineering problems requiring investigation of maintenance and operational difficulties, excessive costs, and inadequate output; updating inspection logs, records, and other documentation on assigned electrical projects; performing Contract Officer’s Representative (COR) duties for the administration of construction contracts, and inspecting work that contractors perform to ensure compliance with contractual requirements; assisting with the development of operating guidelines and internal standards for work quality and output; skill in written and oral communications to communicate effectively with a wide variety of individuals within and outside an organization; operating a motor vehicle such as a sedan, pickup, and carryall. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09) or in the public or private sectors. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GG-12: Specialized Experience
One year of specialized experience which includes: approving major electrical work on assigned projects; engaging in design recommendations, equipment modification, upgrade or replacement, inspection, testing, and operation of electrical systems; troubleshooting electrical engineering problems requiring investigation of maintenance and operational difficulties, excessive costs, and inadequate output; performing Contract Officer’s Representative (COR) duties for the administration of construction contracts, and inspecting work that contractors perform to ensure compliance with contractual requirements; updating inspection logs, records, and other documentation on assigned electrical projects; leading and instructing electricians to ensure completion of all electrical work in compliance with the National Electric Code (NEC); Develops operating guidelines and internal standards for work quality and output; skill in written and oral communications to communicate effectively with a wide variety of individuals within and outside an organization; operating a motor vehicle such as a sedan, pickup, and carryall. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11) or in the public or private sectors. Grade Differential: Both grade levels perform a wide range of tasks similar to those described in the listing of functional area duties and responsibilities. At the lower grade level the employee will be assigned work to further develop and refine their technical knowledge and skills. Assignments will combine productive work with ongoing training and instruction. Supervision received at the lower grade level will be closer with oversight and review being provided on a regular basis. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GG-0850-12 grade level, you must meet the specialized experience qualification requirement using experience alone–no substitution of education for experience is permitted. This position has a Quality Ranking Factor: Possess the knowledge to effectively communicate in Spanish with Officials of the Mexican government regarding engineering issues and aspects and to resolve problems at that level.
