Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/24/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. You may qualify based on your experience and/or education as described below: For GS-07: Specialized Experience: You must have you completed one year of specialized experience equivalent to or above the next lower grade (GS-5). Specialized experience equivalent to the next lower grade includes, but is not limited to: Assist in planning, promoting and developing educational programs and projects by stimulating and providing direction; Assist in providing input into the planning and development of programs/projects , assist with developing activities, including the oversight of manuals; Assist with providing the implementation of educational program/project activities such as meetings, conferences, information gathering, and conducting negotiations for various aspects of the program/project. (Resume must reflect the experience listed) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education (education beyond that of a bachelor’s degree. (Transcripts must be submitted) . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that total 1 year of equivalent experience, utilizing education that is beyond that of an associate’s degree. For GS-09: Specialized Experience: You must have you completed one year of specialized experience equivalent to or above the next lower grade (GS-07). Specialized experience equivalent to the next lower grade includes, but is not limited to: Plan, promote, and develop educational programs and projects by stimulating activity and providing direction; Design programs for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials, prepares budget requests, stimulates the appropriation of fiscal support, prepares a program plan, and provides ongoing advice and assistance in the program’s implementation; Provide input into the planning and development of programs/project.. Develop and administer training registration activities, including the oversight of manuals; Analyze registration processes and determines when changes or modifications should be made throughout the system; Provide regular status reports to management regarding the usage and effectiveness of the system; Participates in training program planning and implementation; Provide advice and assistance in the implementation of educational programs/ projects to include quarterly Hub and Spokes meetings; Perform work related to the preparation, execution, and/or tracking of agreements or contracts covering educational training programs within an organizational unit; Provide support and establishment control of the academic records for many training programs. Manage documentation and academic records management activity for the training program. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.(Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that total 1 year of equivalent experience, utilizing education that is beyond that of a bachelor’s degree. You will be rated on the following Competencies for this position: Multimedia Technologies Communications and Media Creative Thinking Sales and Marketing Manages and Organizes Information Technology Application Writing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of this position is primarily sedentary, although there is some walking, travel and carrying of lightweight equipment and materials (usually under 50lbs). The work requires manual dexterity, hand and eye coordination, and the ability to accurately perceive and sense color hues and chroma. When acting in support of the photographer, some of the work requires periods of extended bending, stooping, kneeling in order to obtain properly composed medical photographs. Alone and assisted, may be required to lift and transport delicate graphic, photographic and audiovisual equipment weighing up to 50 pounds.
