For the 2101 series, specialized experience that demonstrates a knowledge of the transportation function(s) of the position to be filled is required.
To determine if you may be eligible, review the following grade specific details. You will be asked a few questions as part of your application, but you need to verify how you meet the following specialized experience and KSAs in your resume.
For the GS-13:
To qualify based onExperience,you must have at least one year of experience, equal or equivalent to the GS-12 grade level,which included all of the following: Experience in transportation project design, development or construction of transportation projects, including those involving socio-economic or environmental considerations, project locations, multiple use of rights-of-way, high traffic volumes, or major intersections; AND
Experience organizing, analyzing, and interpreting transportation-related data, problems, and situations and identifying issues and solutions; AND
Experience representing the organization with partners and stakeholders to provide advice, consultation, or project oversight. You cannot substitute education at this level, you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles and practices used in developing major transportation improvement projects, with emphasis on Project Management, Financial Management, and Contract Administration, including Innovative Contracting.
Knowledge of planning, environment, safety, scheduling, cost estimating, risk management, change management, innovative financing, Transportation Infrastructure Finance and Innovation Act (TIFIA), auditing, Federal and State contracting, construction oversight, and maintenance operations.
Ability to organize, analyze, and interpret complex financial and project data, problems, and situations and to identify issues and develop and implement solutions. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
