Qualification Summary
MINIMUM QUALIFICATIONS FOR TIER-II and III:Required Degree: Must possess a master’s degree from a college or university with a program nationally accredited in: social work or psychology, marriage and family therapy, or in a related behavioral health field.Required Licensure: Highest licensure by a State or National regulatory board that authorizes independent clinical practice that is current, valid, unrestricted and in good standing in at least one of the following: clinical social work, licensed marriage and family therapist, licensed professional counselor, or clinical psychologist that meet the DoD requirements. Must provide a photocopy of licensure with their application.Required Experience: Tier II must have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience. Tier III must have engaged in at least two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting At least two years’ experience with an emphasis in substance abuse/addiction services or two years post-graduate professional experience with an emphasis on co-occurring disordersRequired Certification: Must achieve certified substance abuse counselor (Alcohol and Drug Counselor II, International Certification & Reciprocity Consortium substance abuse counselor certification, or state equivalent) within 3 years of hiring. Full professional knowledge of standard and accepted theories, methods, principles, practices, and techniques of clinical supervision, as well as of individual, marital, family, and group counseling. Additionally, the incumbent must possess the knowledge, skills and abilities of the most recent version of the Diagnostic and Statistical manual of Mental Disorders (DSM) criteria and the American Society of Addiction Medicine’s Patient Placement Criteria (ASAM-PPC). OTHER REQUIREMENTS FOR TIER I, II, AND III:Ability to teach counseling techniques in prevention and intervention for substance use disorders to assist clients in the recovery process. Ability to review and evaluate a wide range of training aids and materials. Skill and ability to review and analyze client’s biopsychosocial history to develop complete and full-length individualized service plans. Must be able to properly document interview findings and provide diagnostic impressions. Ability to assess the needs of the clients, counsel clients in recognition of their substance use and misuse, and recommend techniques and goals during the service phase. Ability to present higher level command briefings, court testimonies, and conduct liaison, in-service, etc. Ability and skill to prepare accurate written case documentation involving multiple individualized service goals and more complex cases, general correspondence, congressional correspondence, and staff papers.Will be required to obtain a clearance at the Tier 3 level to satisfy IT Level II designation access and enter information to the Alcohol and Drug Management Information Tracking System (ADMITS), if access is to ADMITS is required to fulfill the requirements of this position. Appointment and continued employment is subject to a favorable adjudication of the security investigation.Due to the nature of work in this position, the incumbent may serve in an “on call” duty status outside of normal work hours that includes: remaining in a reasonable call back radius, carrying a cell phone or pager, or regularly checking email to respond to emergencies; remaining in a state of readiness to perform work with limitations on pursuing outside leisure activities, and/or reporting to a designated post of duty to be ready to or to perform work.NOTE: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations.
