IIn order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management’s General Schedule Qualification Standards. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT): The incumbent must be fluent in speaking English and Spanish as the contact with the public in Puerto Rico where the language is predominately Spanish speaking. The incumbent must be fluent in speaking English to communicate with other federal government personnel and university personnel. To qualify for this position, your application must show that you have speak fluently in Spanish. BASIC REQUIREMENTS for Technical Information Services Series (1412): Successful completion of a full 4-year course of study that meets all the requirements for a bachelor’s degree with major study in biological sciences or a related field.
Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; and an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.
A combination of education and experience as described above. In addition to meeting the basic requirement, you must also possess experience and/or directly related graduate education in the amounts listed below. REQUIREMENTS FOR THE GS-11 GRADE LEVEL: At least one full year of specialized experience equivalent to the GS-9 grade level in the Federal service. Specialized experience at this level includes all of the following: acquiring scientific technical material such as documents, books, and digital/multimedia through purchases, exchanges, or other means; coordinating with cooperating editors, translators and others involved in publications; and reading and/or translating documents, books, and other material in English and Spanish. Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields which must include the biological and physical sciences; and to maintain up-to-date information on the state of the art.
A Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. To be creditable, graduate education much be directly related to the work of the position. Your transcripts must show coursework specifically related to Library Science; Information Science; Computer Science; Computer Information Systems, Archivist or other courses degrees directly related to the position. Attach university course descriptions as necessary.
An appropriate combination of specialized experience and education as described above. Only graduate education in excess of 36 semester hours may be used to qualify for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
