Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-11) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Knowledge of the range of administrative laws, policies, regulations, procedures and precedents applicable to the administration of programs being overseen. Experience utilizing analytical, evaluative and administrative methods and techniques necessary for regulatory compliance, effectiveness and efficiency in supporting mission requirements. Knowledge of relationships with other programs and key administrative and logistical support functions within and external to the agency. Experience analyzing operational situations to identify, describe, and solve problems. Experience communicating verbally and in writing. Specifically you will be evaluated on the following competencies: Administration and Management – Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Resilience – Deals effectively with pressure, ambiguous and emerging conditions, and multiple tasks; remains optimistic and persistent, even under adversity or uncertainty. Recovers quickly from setbacks. Anticipates changes and learns from mistakes. Problem solving – Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. Policy Development – Formulation of a method of action, law, regulation and/or procedure to guide and determine practices, processes and techniques. Ability to gather information through research, studies and analysis in order to appropriately identify a need for directive modification, development and/or update. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Interpersonal Skills – Develops and maintains effective working relationships, especially in difficult situations. Engages and inspires others. Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different audiences/ situations/cultures. Actively solicits feedback. Exemplifies professionalism, tact and empathy.
