Qualification Summary
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience includes: Knowledge of marketing techniques in order to develop and implement outreach and recruitment strategies that attract qualified candidates; experience performing analysis, both qualitative and quantitative, sufficient to identify, evaluate, and develop new/modified work methods and approaches to resolve a wide range of interrelated human resources management problems and issues. Experience utilizing the principles, practices, methods, concepts, and techniques associated with recruitment strategies to provide effective management advisory services, leading others in implementing policies, and developing operating practices and procedures. SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience includes: An extensive knowledge of marketing techniques and developing and implementing outreach and recruitment strategies to attract qualified candidates; performing analysis, both qualitative and quantitative, sufficient to identify, evaluate, and develop new/modified work methods and approaches to resolve a wide range of interrelated human resources management problems and issues. Experience utilizing principles, practices, methods, concepts, and techniques associated with recruitment strategies to provide effective management advisory services, leading others in implementing policies, and developing operating practices and procedures. AND MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures for positions above the grade 5, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to “All US Citizens”.
