Qualification Summary
Only experience and education obtained by 01/19/2022 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Education Requirement Possess a Bachelor’s degree in land surveying, or civil engineering with a surveying option/emphasis. The civil engineering degree must have included: at least 6 semester hours of surveying; 3 semester hours of land law; and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. NOTE: You must submit a complete, legible copy of your transcripts to verify college courses, OR Possess a combination of education and experience–courses equivalent to a major in land surveying or civil engineering as described in the paragraph above, plus appropriate experience or additional education that furnished a thorough knowledge of the physical and mathematical sciences underlying professional land surveying. NOTE: You must submit a complete, legible copy of your transcripts to verify college courses and your resume must support specialized experience, AND Possess a valid current license as a Land Surveyor, in a State or District of Columbia of the United States obtained by written examination. Registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. NOTE: You must submit proof of your registration based on successful completion of the written examinations. Minimum Qualification Specialized Experience GS-13 Possess at least one full year of specialized land survey experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include: perform difficult and complex boundary surveys of land involved in acquisitions, disputes, and boundary retracement for the purpose of marking or posting lines; define and recommend solutions to complex problems of boundaries along portions of land (tidelands, submerged lands, swamp and overflowed lands, navigable and non-navigable lakes and rivers, and others) including retracement, examination and determination of importance of historical documents providing source and chain of title, jurisdictional control, common law trust, rights of use, patents, and others; perform description reviews, certification of riparian and water boundaries, contract administration and preparation of new parcel descriptions; assist in the planning, scheduling and monitoring of work performed by co-workers and/or subordinates; train or provide training of staff members in the use of surveying and mapping equipment and related accessories or peripherals; determine the merit of Land and Geographical Information Systems as they pertain to land acquisition; operate electronic measuring systems (e.g. photogrammetry, remote sensing, computer software, Global Position Systems, Electron Distance Meter, and Land Information Systems; experience in cadastral retracement procedures.

You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM’s Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method
