Qualification Summary
The position of International Relations Specialist falls within the 0131 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/12/2022. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. IN ADDITION TO MEETING THE ABOVE TIME-IN-GRADE, YOU MUST ALSO MEET THE FOLLOWING REQUIREMENTS: Basic Education Requirement:
All applicants must have:
1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
OR
3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. AND Specialized Experience GS-14: Applicants must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service to include experience in providing, promoting, recommending, improving, and/or advising leadership on decision making with policy, strategic goals, public policies or programs, operations, laws and regulations. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee’s position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee’s supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee’s official personnel record. See the Required Documents section for full details… *TYPE OF POSITION*:This position is temporary and does not provide permanent placement upon completion or termination of the overseas assignment. A Statement of Understanding is required to be signed by the selected candidate indicating they understand the terms and conditions of this temporary appointment. NOTE: Current permanent civilian FDA employees selected for temporary overseas assignments, will be given a return assignment to their permanent position, title, series and grade (or a comparable one within the commuting distance, i.e., 50-mile radius), once the appointment is completed. All other candidates, including current permanent Federal civilian employees, DO NOT have return rights to a position within FDA. These positions are located in New Delhi India. Temporary assignments are not-to-exceed 2 or 3 years, but may be extended up to a total of 6 years (or 5 years if serving on a temporary promotion). Selectees will remain stateside until all clearances and required training are completed before being moved to the overseas location. While remaining stateside, selectees will be placed on the duty location of their official position of record, until all of the State Department’s requirements are met (i.e. diplomatic passport, VISA and travel authorization).You will receive locality pay based on your assigned official duty location while in the U.S. Following all clearance and requirements being met, you will be relocated to your new overseas duty station. Once relocated to the overseas duty station, you will no longer receive the U.S. locality pay. However, as an HHS employee, you will receive comparability pay at two-thirds (2/3) of the Washington D.C. locality rate. In addition, depending upon your location, you may be eligible for allowances authorized at your new overseas duty station. For additional information, please refer to the Department of State’s website on allowances.) Also, a categorical retention incentive may be available from the FDA. Time spent on stateside will count towards the overall 2 years of the temporary appointment.
