Qualification Summary
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing, implementing, and monitoring sophisticated management information systems that focus on long- and short-range plans and programs in the direction of goals, objectives and priorities established by DHS or executive management. Persuading or negotiating effectively with management accepting and implementing recommendations where the proposals involve substantial department resources, requiring extensive changes in established procedures, or may be in conflict with the desires of the activities under study. Recommending future program objectives and improvements and reviewing, collaborating, analyzing data, and interpreting and applying the content of new or modified regulations for projected impact upon DHS programs. Communicating, both orally and in writing, with internal and external customers to provide technical information and analysis of strategic and project level requirements. Conducting special studies and providing advice to managers. Developing and evaluating policies in assigned program areas. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing expert advice to managers on strategic planning, evaluation, and assessments while developing and evaluating policies in assigned program areas Assisting with the coordination, identification, analysis, and issuance of policies with managers and top-level officials. Ensuring that accurate, appropriately concise, and timely information is available to management and policy officials. Administering meetings with internal customs and external trade stakeholders to solicit feedback on strategic and action plans for priority projects, identify due outs, next steps and communicate them effectively to the group. Directing the review of all submissions for substance, conformance with instructions, completeness, and authorizations. Responsible for issuing, maintaining, and controlling final planning and controls documents and their amendments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/03/2022. In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.
