Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: To qualify at the GS-12 level based on specialized experience, you must have at least one full year of specialized experience equivalent to the GS-11 level. Specialized experience for this series is defined as: Progressively responsible analytical and administrative, clinical management, or supervisory experience in the health care field. Examples of specialized experience would typically include, but are not limited to: Knowledge of the management and organizational structure of hospitals and health care systems Comprehensive knowledge of qualitative and/or quantitative methods for improvement of program effectiveness or the improvement of complex management processes and systems Comprehensive knowledge and understanding of the accounting system (FMS), the payroll system (PAID), equipment (AMERS/MERS), and all their related documents and functions in order to prepare, analyze, and research data in relation to the cost accounting process Analyzes and evaluates the effectiveness of medical center clinical center operations and programs in meeting established goals and objectives. Specialized Experience: To qualify at the GS-11 level based on specialized experience, you must have at least one full year of specialized experience equivalent to the GS-9 level. Specialized experience for this series is defined as: Analytical and administrative experience in the health care field.
You may qualify based on your experience and/or education as described below: Specialized Experience: As mentioned above in the paragraphs describing specialized experience for the GS-11 and GS-12 levels OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-11 grade level only, you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination – GS-11 level only: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the education requirements for GS-11 level, only graduate education in excess of the amount required for the next lower grade level may be used to qualify at the GS-9/11 levels. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but the incumbent may be subject to stressful situations, due to the tight timeframe for implementation of projects. The incumbent may be required to work long hours and irregular shifts. Some walking, standing, bending and carrying items such as books, papers and computer-generated reports are also required. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings.
