Qualification Summary
The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Ability to lead and effectively administer a large, diversified, complex space and near-space research and development organization focused on the Naval S&T (Scientific/Technical) mission and national space community. 2. Ability to develop innovative space technology program proposals, advanced concept studies and analyses, build an advocacy base, and obtain funding for program execution. 3. Knowledge of various space engineering disciplines to formulate in the conception, planning and formulation of the Naval and national space programs. 4. Ability to establish and coordinate close working relationships with U.S. Air Force, U.S. Space Force, Space Development Agency, DARPA (Defense Advanced Research Projects Agency), NASA (National Aeronautics and Space Administration), aerospace industry, commercial and academia. 5. Ability to recruit, develop and lead personnel, elicit their support and cooperation, evaluate their performance, and satisfy I&D (Inclusion & Diversity) and EEO (Equal Employment Opportunity) requirements.
