Qualification Summary
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: To be minimally qualified for this position, you must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal government. To be qualifying, your experience must be sufficient to demonstrate: Mastery of the budget concepts, practices, methods and structure of appropriations, financial coding structure and relationships among appropriations Expert ability to interpret, apply and explain budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint Expert ability to analyze and relate financial data to work plans, business plans, strategic plans and organizational accomplishments; Expert knowledge of automated financial systems and experience providing guidance and assistance to other analysts. In addition, at this level your experience should include: Ability to make presentations to executives, persuasively and convincingly; Ability to independently manage time, balance priorities, and work effectively under the pressure of tight timeframes and changing conditions; Expert skills in using computer applications for word processing, spreadsheets, graphics, and communications programs; Expert knowledge of analytical and problem-solving techniques. AND MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to “All US Citizens”.
