Qualification Summary
For the GS-0343-12 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing a knowledge of management and organizational techniques and skill in applying analytical and evaluative methods and techniques to assignments, issues, or studies concerning the efficiency and effectiveness of interservice/intraservice support program operations and enterprise support agreements. I perform reviews of support agreements to ensure support agreements conform to agreement guidelines and are in compliance with established Department of Defense and Department of Navy polices, regulations and procedures. I have experience creating business relationships and maintaining communication with support agreement coordinators in support of planning, coordinating and implementing support agreement program goals. I have experience with records management to prepare for audits or inspections ensuring the proper storage, maintenance, protection, and disposition of all records. Examples of specialized experience may include the following: 1) Provide technical advice, guidance and assistance concerning the support agreement program; 2) Ensure any new support agreements provide appropriate provisions for renewal, revision and amendment; 3) Participate with internal organization and external customers in planning and preparation of formal documentation of services provided or received through support programs; 4) Coordinate with agreement sponsors to ensure support agreements between NAVSUP and/or other government agencies are properly administered; 5) Participate in meetings and briefings as required to publicize and implement the support agreements program; and 6) Develop and compile statistical and management reports from IT system. For the GS-0343-13 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing a knowledge of management and organizational techniques, qualitative and quantitative methods and techniques and skill in applying analytical and evaluative methods and techniques to a wide range of assignments, issues, or studies concerning the efficiency and effectiveness of interservice/intraservice support program operations and enterprise support agreements. I perform reviews of support agreements to ensure support agreements conform to agreement guidelines and are in compliance with established Department of Defense and Department of Navy polices, regulations and procedures. I utilize a comprehensive knowledge of the Command’s operations, objectives and policies along with organizational structure, functions, policies and procedures of DOD to support the mission and functions through intra and/or inter agency relationships. I have experience with Records Management to ensure that records creation, maintenance, and disposition are in accordance with higher headquarters directives and the Federal Records Act. Examples of specialized examples may include some of the following: 1) Provide advisory services to assess the effectiveness of the support agreement program operations; 2) Perform cyclic reviews of support agreement programs to insure compliance with established DOD , DON, and NAVSUP policies, regulations and procedures; 3) Coordinate with agreement sponsors to ensure the renewal, revision, extension or termination of existing agreements; 4) Consult with internal organization and external customers in planning and preparation of formal documentation of services provided or received through interservice/intraservice support programs; 5) Assure mutual consent and understanding of all parties involved and regulatory guidelines are satisfied and support agreements are accomplished within milestone dates; and 6) Develop and compile statistical and management reports from IT systems.
