Qualification Summary

QUALIFICATION REQUIREMENTS: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration. Examples of minimum qualifying experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: Quality reviewing Delegated Examining (DE), Direct Hire (DH) and Merit Promotion (MP) recruitment and staffing work products (e.g., job analyses, occupational assessments, job announcements, etc.) to ensure the accuracy and quality of final work products AND Interpreting and applying federal DE, DH and MP regulations, Executive Orders, and policies to ensure that an agencies work products are in compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants who meet the minimum qualification requirements for the position will be assessed via the occupational assessment questionnaire on the following competencies: HUMAN RESOURCES MANAGEMENT – Understands and applies knowledge of Federal and/or private sector Human Resources laws, rules and regulations. HUMAN RESOURCES COUNSEL – Applies knowledge of human resource policies and procedures (relating to Title 5, Title 42, Title 38, Commissioned Corps, Senior Executive Service, Senior Biomedical Research Service, non-FTE mechanisms, and hiring contract workers) to advise and assist managers in staffing, position management, benefits and payroll, employee retention and employee relations. QUALITY MANAGEMENT – Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards. HUMAN RESOURCES AUTOMATED SYSTEMS – Utilizes web-based automated staffing systems (such as USA Staffing Upgrade, QuickHire, PeopleSoft, etc.), to perform staffing and placement work that includes generating job announcements, reviewing applicant qualifications on-line and generating referral lists.
