Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:12/03/2021. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-05 level. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. INDIVIDUAL OCCUPATIONAL REQUIREMENT:
One year of qualifying experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: * Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
* Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
* Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
* Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
* Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
OR
Graduate Education: Major study — public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7; 2 years or a master’s or equivalent graduate degree is creditable for GS-9; and 3 years or a Ph.D. or equivalent doctoral degree is creditable for GS-11. Equivalent combinations of education and experience are also qualifying for grade levels for which both education and experience are acceptable. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-07 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for this position. Specialized experience is defined as experience with property, facility and fleet management including inventory and equipment needs and maintaining records. Education Substitution: One (1) full year of graduate education in one of the following fields: public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. To be creditable, coursework must have equipped you with the knowledge, skills, and abilities described in the “How You Will Be Evaluated” section of the announcement. Graduate transcripts are required. GS-09 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for this position. In addition to the specialized experience for the GS-07 level, the applicant should demonstrate experience with providing advisory services to management regarding procurement of supplies, floor plans and building security. Education Substitution: Two (2) full years of graduate education or a Master’s degree or equivalent graduate degree in one of the following fields: public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. To be creditable, coursework must have equipped you with the knowledge, skills, and abilities described in the “How You Will Be Evaluated” section of the announcement. Graduate transcripts are required. GS-11 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for this position. In addition to the specialized experience required for the GS-07 and GS-09 levels, the applicant demonstrates experience developing and interpreting administrative policies and requirements and reviewing the work of other team members. Education Substitution: Three (3) full years of graduate education or a Ph.D. or equivalent doctoral degree in one of the following fields: public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. To be creditable, coursework must have equipped you with the knowledge, skills, and abilities described in the “How You Will Be Evaluated” section of the announcement. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending,
