Qualification Summary
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement – this information must be clearly supported in the resume. Specialized Experience Requirements: GS-12: To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to at least the GS-11 in Federal service. Specialized experience at this level is defined as: I possess 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service which includes: Performing fleet/heavy equipment (HE) reviews; collecting fleet/HE data from various sources to ensure compliance with policy and greening (e.g. clean air) initiatives; collecting fleet/HE data to manage and enforce data quality in Federal Motor Vehicle Registration System (FMVRS), Federal Automotive Statistical Tool (FAST), Financial Business and Management System (FBMS), and to report the fleet/HE profile to senior management; utilized GSA fleet data systems (i.e. Drive-Thru, AutoChoice, and Vendor and Customer Self-Service) to manage GSA fleets for acquisitions, repairs, and general oversight. Experience must have demonstrated responsibility under general supervision requiring a thorough knowledge of the complex subject matter. GS-13: To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to at least the GS-12 in Federal service. Specialized experience at this level is defined as: I possess 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service which includes: 1.) Applying Federal Property Management Regulations, principles, policies, and procedures 2.) Performing analytical and evaluative reviews or studies requiring interpretation of personal property policies and concepts. 3.) Developing memorandums, policy statements, procedural guidelines, position papers, reports, and/or responses for varying audiences and management officials, and providing expert guidance on property or fleet management issues relevant to agency mission priorities and/or 4.) Managing a personal property, real property or fleet management program, or serving as a property management officer or leasing officer must have demonstrated independently performing the work on a routine basis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/30/2021.
