Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You must have served 52 weeks at the next lower grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For GS-09: You must have served 52 weeks at the GS-07. For GS-11: You must have served 52 weeks at the GS-09. You may qualify based on your Experience and/or Education as described below: For GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the Federal service. Examples of specialized experience would typically include, but are not limited to: experience and/or knowledge of the policies and regulations as they relate to servicing and liquidating VA -guaranteed home loans. Other qualifying experience includes performing financial audits and analyzing financial trends as they pertain to mortgage loans. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree with a Major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have at least six months specialized experience at the GS-07 in the normal line of progression for the occupation in the Federal service; and possess education beyond 18 semester hours of graduate level in with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. For GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation. Specialized experience is defined as demonstrating a thorough knowledge and expertise in all phases of the loan guaranty program. Examples of specialized experience would typically include, but are not limited to: Experience demonstrating a competence in agricultural, commercial, realty, or other types of loans. Experience such as reviewing and passing along applications for agricultural, commercial, bank or mortgage loans. Experience servicing a loan portfolio of a bank or other loan association. Experience performing financial analysis of commercial concerns for investment purposes. Experience appraising real estate to determine property valuation; or similar work. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent doctoral degree with a Major in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; or 3 full years of progressively higher level graduate education leading to such as degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of at least six months specialized experience at the GS-09 in the normal line of progression for the occupation in the Federal service; and education beyond 27 semester hours of graduate level in with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Customer Service – Works and communicates with clients and customers (e.g. any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is predominantly sedentary, although there is some standing, walking, bending, stooping, and carrying of light items such as files, computer printouts, and other types of records. Must be able to carry on effective interviews and telephone conversations. The incumbent must be available for travel and able to operate a motor vehicle in conjunction with fieldwork.
