Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Must have successfully completed the VA Law Enforcement Training Center in Little Rock, Arkansas. You may qualify based on your experience and/or education as described below:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices and techniques and involved responsibility for maintaining order and protecting life and property. Examples of specialized experience would typically include, but are not limited to: Informing individuals about their rights as suspects and/or witnesses Operating radar or other speed detection equipment and pursuing speeding vehicles when enforcing traffic regulations or laws. Arresting violators caught in the act or who readily admit to guilt; issuing citations; assisting at accident scenes. Taking charge of a crime or accident scene and restricting access to those persons required on the scene; seeking detecting, and protecting evidence and witnesses at the scene of an incident. Making arrests and performing booking procedures. You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires on a regular and recurring basis considerable and strenuous physical exertion such as frequent climbing of multiple flights of stairs, running, lifting heavy objects over 50 pounds, crouching or crawling in restrictive areas during search or pursuit activities, or defending oneself or others against physical attack. Body armor, police duty equipment and firearm(s) must be worn and carried at all times. The wearing of this equipment significantly amplifies the physical strain experienced by the employee during physical exertion or during periods of hot weather. Employees are regularly required to work long hours. Must have the ability to use firearms. Both eyes are required, depth perception, ability to distinguish basic colors, and emotional stability under stress. Ability to run in pursuit of suspects. Responding to all life’s rescue, safety and fire emergencies to include the ability to carry persons in emergency evacuations must use physical ability to restrain violent persons. Intervenes in assaults, criminal acts and disturbances. Must pass annual physical and psychological testing. ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITIONS:
1. Applicants must possess a valid, unrestricted State driver’s license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
2. VA Police Officers must be able to achieve and maintain mandatory firearm and weapons qualification/certification.
3. New VA Police Officers are required to attend an 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas.
4. A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate’s honesty, integrity, general character, and loyalty to the U.S. Government.
5. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature.
6. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. LAUTENBERG AMENDEMENT: Applicants who have been convicted of a misdemeanor crime of domestic violence are ineligible for Federal Law Enforcement, including U.S. Department of Veterans Affairs Police Officer positions.
