Qualifying experience for the MC-2d level includes ten years of relevant work experience in developing or transitioning countries, either in the private sector or with an international financial institution, multilateral organization, international or local NGO, the USG or other internationally-focused entity. Examples of specialized experience includes: (1) experience leading, managing, analyzing, designing, or providing advisory services for large scale (over $10 million) international development programs in infrastructure development, particularly in the energy sector; (2) experience as a team leader or project manager managing large-scale infrastructure and technical assistance programs in developing or emerging markets; (3) developing, negotiating and managing complex international projects and/or partnerships with multimillion dollar annual budgets in a multidisciplinary team environment; (4) experience starting up new programs or businesses in developing or emerging markets; and (5) management-level experience in the private sector, bilateral or multilateral development organizations, or an international NGO. NOTE: This experience MUST be well documented within your resume or application. HIGHLY DESIRED: Experience living and working in developing countries at a senior management level, particularly Balkan countries. Demonstrated international experience in managing/supervising large, multi-sector investment programs (over $10 million), including preparation, supervision and execution of workplans and budgets. International experience developing and/or implementing projects in or related to the energy sector. An advanced degree in finance, international development, education, business, engineering, law, or other relevant discipline. ADDITIONAL REQUIREMENTS: A successful candidate for the RCD position must be able to interact effectively with others, both within the assigned country and with MCC headquarters. In-country, continuous communication with the U.S. Embassy and the host-country government, including at very senior levels, is required. Electronic communication is the most common method of communications with MCC headquarters, and candidates should note their level of proficiency in specific software packages and internet uses. MCC expects both oral and written communications to be clear, accurate, and articulate.
