Qualification Summary
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state’s National Guard. Military Grades: E8-E9 (E8’s must be immediately promotable) Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE: The following seven basic qualification competency factors are applicable to the GS-0301-11 position:
? Skilled in collecting and analyzing data effectively, efficiently, and accurately;
? Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
? Ability to write English in reports and presentation formats;
? Ability to communicate clearly and effectively;
? Skilled in presenting formal training presentations and briefings;
? Ability to assess body language and perceive emotional and/or distress levels; and,
? Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least 24 months of work experiences in the Air National Guard personnel programs that involved working with traditional military, Title 32 Excepted Service Dual Status military technicians, and AGR programs. Must have at least have 12 months of career broadening supervisory experiences in leading, planning, and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The applicant must have experiences that included guiding employees on military and/or civilian program tasks. Experienced in conducting employee performance evaluations; mentoring enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees’ increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working with the federal civilian equal employment and affirmative action guidelines; and, the Military Equal Opportunity (MEO) and diversity objectives. Skilled in performing and maintaining the Air Force Fitness Standards and disciplinary actions. Experienced in adaptive planning and execution from peacetime through mobilization, contingency operations and demobilization. Experienced and skilled in developing and writing standard operating procedures or other guides, which resulted in improved understandings among airmen and provided dynamic motivation to attain and maintain readiness. Knowledgeable of the enlisted members’ rights and obligations under the Uniformed Services Employment and Reemployment Rights Act (USERRA) and Employer Support of the Guard and Reserve (ESGR). Skilled in managing, analyzing, and overseeing the administrative functions of a unit. Experiences included work that involved measuring, or identifying, or correcting levels of readiness, morale, welfare, discipline, performance, training, assignment, reassignment, and/or utilization as they affected unit missions. Experienced in identifying and resolving complex issues affecting airmen. Must have experiences in how to execute performance plans and discuss expectations with unit employees. Skilled in developing performance goals in order to mentor, guide, and improve competencies. Knowledgeable of the Dual Status Title 32 Excepted Service Technician program; the Title 5 Excepted Service National Guard employment program; and, the Merit Systems Protection Board procedures. Skilled in validating the various unit position descriptions, used to employ the full-time Excepted Service work force, to validate their accuracy and direct correlation to the mission required work. Knowledgeable on the position descriptions’ classification factors and experienced in writing performance factors from the position descriptions’ directed work duties and responsibilities. Skilled in providing mediation between the employees to revolve complaints or concerns. Experienced in managing minor disciplinary measures such as, warnings and reprimands. Competent in writing, designing, formatting, publishing, and presenting specific programs to immediate supervisors, peers, and subordinates. Experienced in the performance management and productivity programs; and experiences included formulating process improvement plans, best practices, and performance techniques. Knowledgeable on labor union negotiations and agreements; and, skilled in completing accession planning and processing. Competent in directing position utilization; writing awards and recognition media; writing evaluations; and conducting and documenting performance reviews. Experienced in managing reenlistments, assignment and reassignment actions; directing education and training policy requirements; and, retraining procedures. Competent in managing the Group’s sexual assault prevention and response program. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. c.
