Qualification Summary
Your application will be placed into a pool of eligible veterans for notification of available opportunities in your selected areas of interest or selection via a non-competitive hiring authority for veterans. Veterans preference gives eligible veterans preference in hiring. Preference is given in competitive appointments as well as special noncompetitive appointments. Only veterans discharged or released from active duty in the armed forces under honorable conditions (i.e., with an honorable or general discharge) are eligible for veterans’ preference. 30 Percent or More Disabled Veterans
The 30 Percent or More Disabled Veterans authority enables the appointment of an eligible candidate to any position for which he or she is qualified without competition. Unlike the VRA, there is no grade-level limitation. Initial appointments are time-limited, lasting more than 60 days; however, individuals can be non-competitively converted to a permanent status at any time during the time-limited appointment. Eligibility applies to the following categories: Disabled veterans who were retired from active military service with a service-connected disability rating of 30 percent or more; or Disabled veterans rated by the Department of Veterans Affairs (VA) as having a compensable service-connected disability of 30 percent or more This announcement is only accepting applications from 30% or more disabled, 10-point veterans with CPS preference. Specialized Experience: To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda on behalf of the organization and experience using analytical techniques to perform routine analyses of data and information to develop conclusions. OR
Superior Academic Achievement (SAA): A Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the graduating class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies. OR
Education: At least one academic year of graduate education in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR
Combination of Specialized Experience and Education: A combination of graduate education and experience equivalent to that described above. GS-9: Specialized Experience: To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal service. Specialized experience for this position includes: Participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitors activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization; experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures. OR
Education: A master’s or equivalent graduate degree in any field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. OR
Education: 2 full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR
Education: An L.L.B or J.D., if related. OR
Combination of Specialized Experience and Education: A combination of graduate education and experience equivalent to that described above. GS-11: Specialized Experience: To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Specialized experience for this position includes: Experience identifying, analyzing, and coordinating the integration of data into reports and presentations; Experience providing advice to numerous stakeholders regarding administrative functions such as HR, Payroll, Timekeeping; Experience coordinating services between stakeholders in ensuring cross-functional support activities and initiatives are carried out; Experience conducting analytical studies of processes, operations, and/or services to evaluate program effectiveness and/or to recommend improvements to processes and systems. OR
Education: A Ph.D. or equivalent doctoral degree in a related field of study such as business administration. OR
Education: 3 full years of progressively higher-level graduate education leading to a doctoral degree in a related field of study such as business administration. OR
Education: An LL.M, if related. OR
Combination of Specialized Experience and Education: A combination of graduate education and experience equivalent to that described above. GS-12:
Specialized Experience: To be eligible for this position, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to GS-11 level in the Federal service. Specialized experience for this position includes: Experience acquiring, validating, and analyzing information, drawing conclusions, forecasting work, and developing alternatives; Experience with operating programs and the interrelationships among them to perform program analysis; Experience dealing with top level executives and taxpayers to establish and maintain effective relationships and gain confidence and cooperation; Experience with written and oral communications sufficient to prepare and present findings and recommendations, carry out specific action regarding controversial issues, and develop material for use in public speaking engagements. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
