Qualification Summary
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Qualifyingspecialized experience must demonstrate the following:
Experience in formulating budget estimates for annual and multi-year programs.
Experience inpreparing detailed analyses and estimates of annual funding needs for one or more future fiscal years.
Experience in communicating budget and program concepts to external stakeholders.
Experience in analyzing or projecting payroll costs.
Experience in interpreting Congressional legislation and OMB policies and precedents.
Experience in monitoring and tracking program allocations, obligations, and expenditure of funds. Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). Knowledge of the Department and the Federal budget process.
Knowledge of organization mission, programs, and legislative history to develop budgetary policies.
Knowledge of database systems.
Ability to apply knowledge in reviewing, analyzing, revising, and recommending approval, disapproval or modification of budget requests and justifications.
Ability to present and recommend budget adjustments, reprogramming, and resolution of budget problems.
Ability to develop, implement, and advise on agency-wide policies and controls regarding the obligation and expenditure of funds.
Skill in writing convincing justification, combining and consolidating budget estimates into a budget document which reflects the balanced, multi-year funding needs of the organization.
