Specialized Experience: One year of specialized experience which includes serving as agency’s technical expert on the entitlements, pay, and benefits of civilians; providing agency-wide executive leadership in planning for and formulation of policies, programs, and new concepts for agency’s civilian benefits and compensation programs; assuring that agency’s viewpoint and mission needs are fully considered by proponents of proposed policies or programs originating from other agencies; exercising authority to set a series of annual, multi-year or similar types of long-range work plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
