You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes performing strategic planning for an organization, including short and long-range restructuring initiatives; issuing policy and procedural guidance regarding management of civil works projects and construction, engineering and design programs; managing a variety of highly complex, technical water resource projects, programs and activities; executing an operating budget; reviewing the work of subordinates for overall conformance with policy and mission objectives and established standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
