In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience and your transcripts are required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes performing strategic planning for an organization, including short and long-range restructuring initiatives; issuing policy and procedural guidance regarding management of civil works projects and construction, engineering and design programs; managing a variety of highly complex, technical water resource projects, programs and activities; executing an operating budget; reviewing the work of subordinates for overall conformance with policy and mission objectives and established standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Note: This position requires a Professional Engineer (PE), Architect (PA), Geologist (PG) or Land Surveyor (PLS) License or Registration. You will be evaluated on the basis of your level of competency in the following areas:
