Qualification Summary
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Extensive experience with railroad operations and the railroad industry and/ or transportation industry, including implementation of Federal safety regulatory provisions.
Experience with analytical investigations and special studies and make recommendations to improve railroad safety.
Experience supervising / managing a diverse workforce.
Experience establishing, facilitating, and maintaining cooperative and effective working relationships. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Railroad Safety Program Management – Development or implementation of the federal railroad safety laws or regulations; Managing, directing, or administering a transportation program – Risk management principles and data analysis.
Railroad Safety Analysis & Enforcement – Compliance and transportation safety; Prepares briefings correspondence, answers to Congressional; Accident/incident investigation experience & analysis; conducts qualitative or quantitative analysis.
Supervisory/Management – Responsible in dealing with officials of other departmental organizations, other federal agencies, and non-governmental organizations; Managing a diverse workforce.
Communication – Agency representative with strategic partners and/ or outreach staff; Written and verbal communication addressing railroad issues; Developing and presenting professional briefing promote transportation or other technical issues For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
