Qualification Summary
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail – Ensures that the resulting systems, hardware, and/or software meets the needs of the user(s)
Customer Service – Provides direction and leadership to senior level employees in leveraging technologies and applications solutions from both the public and private sectors to enhance the overall System Integration Office Programs , and ensures that they can be continually updated and refined in response to growing Departmental information needs.
Oral Communication – Develops and presents authoritative briefings to Departmental senior officials, and external federal agency officials on current developmental methodologies , and IT management issues and actions.
Problem Solving – Provides direction/suggestions to staff in resolving unique and complex issues that proposed or actual changes cause in collaboration with other IT professionals , project managers, and customers impacted by overall Programs. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experiencein ongoing evaluation and change to processes, products or services to bring about improvement in efficiency and quality.
Experience withsoftware project management tools, such as Atlassian Jira, Microsoft Azure DevOps, or Microsoft Team Foundation Server, which are tools used to document work items, track progress, link to defects, and produce reports.
Experience writing business cases justifying financial or labor expenditures for efforts or initiatives that would improve process quality; for example, describing how the acquisition of an automated software testing tool could justify its cost by reducing the number of defects found over time.
Experience briefing senior-level management on status of quality initiatives. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant’s experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to “see the job through.”
