Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2021. QUALIFICATION STANDARDS: U.S. OPM Qualification Standards Operating Manual, Group Coverage Qualification Standards for Professional and Scientific Positions and Individual Occupational Requirements for General Engineer Series, 0801. This standard is available for review or you may access this standard through the internet at the following address: http://www.opm.gov/qualifications/ TIME-IN-GRADE REQUIREMENTS:: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks, must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. (Applicants will be rated ineligible if not submitted). Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. In addition to the qualification above you must also have: PREFERRED EXPERIENCE: Minimum 3 years of department level Management or Supervisory Engineering experience as Construction Project Management in a Health Care/Medical setting. Licensure as a Professional Engineer (PE) is highly desirable.. American Institute of Architects (AIA) Certification is high desirable. SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. You must have a current valid state issued driver’s license. (SCREEN OUT) BASIC EDUCATION REQUIREMENTS: In applying for the General Engineer series, do you possess a bachelor’s degree in professional engineering from an accredited college or university? To qualify for the ALL Professional Engineering Position, 0801 series ALL applicant must have one of the following basic requirements. NOTE: Basic Requirements require a transcript to determine if requirements are met (listed below). A. Degree: Professional Engineering (successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study in professional engineering). To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and technology (ABET); as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit a copy of your transcripts with your application package for verification purposes. (TRANSCRIPTS REQUIRED) OR B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (TRANSCRIPT REQUIRED) 1. Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. NOTE: You must submit a copy of your registration or licensure with your application package for verification purposes. (DOCUMENTATION REQUIRED) 2. Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. NOTE: You must submit a copy of your registration or licensure with your application package for verification purposes. (DOCUMENTATION REQUIRED) 3. Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. NOTE: You must submit a copy of your transcript(s) with your application package for verification purposes. (TRANSCRIPTS REQUIRED) 4. Related curriculum — Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
