Qualification Summary
All qualifications must be met by the closing date of this announcement-09/15/2021-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either “full-time” (or “40 hours a week”) or “part-time” with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience assisting with financial management, HR management and procurement; purchasing of supplies and equipment; preparing reports or administrative documents; and informing employees of HR rules, policies, regulations or procedures. You must include hours per week worked.

EDUCATION: Successful completion of at least one of the following: (1) a masters or equivalent related graduate degree, (2) 2 full years (36 semester/54 quarter credits) of progressively higher level related graduate education leading to such a degree, or (3) a LL.B. or J.D., related to the position. Directly related graduate study may include, but is not limited to: business administration, accounting, governmental budgeting, and/or public administration. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, For example, I have six months of the specialized experience described above (50% of the experience requirement), and 18 semester hours or 27 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS- 11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience managing budget formulation, execution or administration; examining, analyzing, or interpreting data; purchasing of supplies and equipment; preparing reports, administrative policy statements or cost analysis; advising and informing employees of HR rules, policies, regulations or procedures; and providing a wide variety of administrative services to enable efficient operation of a business or program office. You must include hours per week worked.

EDUCATION: Successful completion of at least one of the following: possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (Three years of graduate education is 54 semester hours or 81 quarter hours). You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, For example, I have six months of the specialized experience described above (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). You must include transcripts. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience planning and coordinating budget and financial plans and operations e.g. estimations, projections, financial tracking, monitoring, reconciling, and reporting; serving as a key point-of-contact for an organization for all administrative issues e.g., procurement, records management, time and attendance, travel; providing guidance on and processing personnel actions; providing a wide variety of administrative services to enable efficient operation of a business or program office; and analyzing work functions and processes and identifying process improvements. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
