Provide course descriptions as necessary. For the GS-09:
At least one year of specialized experience equivalent to GS-07. Specialized experience is defined as demonstrating at least two of the following three examples: Organizing and coordinating print and broadcast news and information media interviews with key agency officials; Analyzing public awareness and attitudes regarding agency and activities using tools such as print, broadcast, social media, or public meetings/surveys; Advising management on the probable public reaction to specific proposals, policies and actions.
2 years of progressively higher level graduate education leading to a master’s degree or have received a master’s or equivalent graduate degree that is related to the work of this position and demonstrates the knowledge, skills, and abilities necessary to do the work in fields such as communications, journalism, public relations or other related field in physical or biological sciences, or natural resource management. OR
a combination of graduate level education (beyond 18 semester hours) and specialized experience that is directly related to this position that together meets the qualification requirements for this position. For the GS-11: At least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as demonstrating at least three of the following five examples: Responding in oral and written form, to requests for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices; Working directly with members of the media or Congressional offices on requests for information; Identifying areas to be addressed, characteristics and needs of the target audience, and communication techniques most appropriate communication techniques; Developing and presenting informational audio-visual material using new technologies and social media; and Experience communicating scientific research to general audiences OR
Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or conferral of a Ph.D. or equivalent doctoral degree that is related to the work of this position such as communications, journalism, public relations or other directly related field in natural resource management, biological or physical sciences.
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master’s degree, i.e., more than 36 semester hours leading to a Ph.D.). The specialized experience and education meet the requirements explained above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
