Qualification Summary
For GS-09: Applicant must have 52 weeks of specialized experience at the GS-7 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience include recruiting and rating applications for vacancies through merit promotion, delegated examining procedures or automated staffing applications; explaining personnel procedures, regulations, and requirements regarding staffing matters; responding to inquiries from management and employees on personnel staffing issues; providing comments on new or proposed human resources policies, procedures, and guidelines. For GS-11: Applicant must have 52 weeks of specialized experience at the GS-9 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes, recruiting and rating applications for vacancies through merit promotion, delegated examining procedures or automated staffing applications. Explaining and researching technical personnel procedures, regulations, and requirements in staffing and classification to reconcile discrepancies or inconsistencies in personnel actions/requests. Analyzing, evaluating, and recommending appropriate resolutions to complex interrelated HR problems and issues to managers and executives. Reviewing and consolidating comments on new or proposed human resources policies, procedures, and guidelines for impact on organizational practices; identifying problems and conflicts with current or acceptable staffing policies and practices; providing technical advice and guidance to management and employees on various recruiting and rating applications for vacancies through merit promotion, delegated examining procedures or automated staffing applications. For GS-12: Applicant must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience include recruiting and rating applications for vacancies through merit promotion, delegated examining procedures or automated staffing applications. Researching technical personnel procedures, regulations, and requirements regarding staffing matters to reconcile discrepancies or inconsistencies in personnel actions/requests. Analyzing, evaluating, and recommending appropriate resolutions to complex interrelated HR problems and issues to managers and executives.
