Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. SPECIALIZED EXPERIENCE: In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant’s one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: Collaborating with State and local entities on the development of comprehensive, community-based maternal and child health systems of care; providing leadership in planning, directing, coordinating, monitoring and evaluating programs that focus on maternal and child health programs and initiatives; working with a range of national, state, and local advocacy and professional groups to develop strategies that address maternal and child public health program issues; and analyzing and overseeing the implementation of policies and regulations for grants programs focused on maternal and child health and public health programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

MATERNAL AND CHILD HEALTH – Knowledge of the principles, practices, & methods of administering maternal & child health programs to provide advice & technical assistance to improve their activities, including analysis & evaluation of those programs at Federal, State & local government levels. ORGANIZATIONAL STRATEGIC SUPPORT – Supports organizational goals and objectives in accordance with strategic and/or operations plans. MATERNAL AND CHILD HEALTH GRANT PROGRAMS – Knowledge of and experience implementing the policies, procedures and legislation governing grants for maternal and child health program at a local, state or national level. Current status candidates must provide an SF50 that allows HR to verify that they meet Time-in-Grade (TIG) requirements by the closing date of the announcement. Please Note: An SF50 for the current year pay adjustment is NOT acceptable for verifying TIG (ex. 2021 general increases cannot be used to verify TIG).To allow us to verify that you meet TIG requirements, please provide any of the following SF-50s: Competitive or Career-ladder promotion to your highest grade (this does NOT include 120 day temporary promotions) Regular Within Range Increase (WRI) or With In Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs). Competitive career/career-conditional appointment to your highest grade. SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 09/21/2021.
