The Band 04 is equivalent to the grades 13/14, on the GS pay scale. Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience, ZA-04: You qualify for the ZA-04 (i.e. GS-13/14) grade level if you possess one year of specialized experience, equivalent to the ZA-03 (or GS-12) grade level in the Federal service or equivalent public or private sector experience, performing the following duties: Serving as a principal administrative advisor to the head of a major line component with operational responsibilities for budget, procurement, personnel, and other administrative functions; Utilizing budget, procurement, travel, personnel, and administrative processes and procedures to develop, recommend, and implement policies that lead directly to the accomplishment of an organization’s mission; Anticipating management problems to devise solutions in the form of operational policies that ensure technical programs are carried out with maximum efficiency; Identifying internal issues to productivity to design action plans that overcome these barriers; Performing a full range of supervisory duties, including planning, organizing, directing, and evaluating the work of subordinate staff members; and Communicating issues and concepts (written and orally) to identify issues and recommendations for leadership’s consideration as well as others internal/external to an organization. Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), “Notice of Personnel Action” that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s).
