In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Requirement: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Knowledge of qualitative and quantitative management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy; Accomplishing major analytical studies and/or projects relating to substantive, mission-oriented programs dealing with strategic structuring and developing the Program Objective Memorandum (POM); Formulating recommendations and plans for improving, organizing, executing and managing assigned activities within an organization; Applying qualitative and/or quantitative methodologies for the assessment and improvement of program effectiveness in support of budget and manpower strengths; overseeing planning and programming aspects of Programming, Budgeting and Execution (PPBE) and Force structure programs; Planning, developing, and carrying programs that are essential to the mission and readiness and affect large numbers of people on a long-term or continuing basis; Analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above).
