Qualification Summary
Time in grade:GS-07 – You must have 52 weeks of Federal service at the GS-05 level.GS-09 – You must have 52 weeks of Federal service at the GS-07 level.Specialized Experience:To qualify for this position, applicants must meet all requirements by the closing date of this announcement.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel Management’s group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here.GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves knowledge of Federal laws, statutes, and regulations that pertain to debt collection; analyzing facts to devise solutions to finance problems and or develop financial reports; accessing systems or databases to verify or gather customer information; advising customers on repayment options; and communicating ideas clearly, both orally and in writing.GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves knowledge of various fiscal and accounting regulations, debt collection laws, policies and procedures; analyzing and interpreting output data of computerized payment systems; evaluating financial discrepancies; auditing complex payment histories in various debt collection systems; and communicating ideas clearly, both orally and in writing.ORApplicants may substitute education for the experience required.GS-07: One (1) full year of Graduate level education or Superior Academic Achievement based on: 1) class standing, 2) grade point average, or 3) honor society membership. Such education must demonstrate the knowledge, skills and abilities necessary to do the work.GS-09: Master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.ORApplicants may also combine education and experience to qualify.GS-07: To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official/unofficial college transcript with your application.GS-09: To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. For example: An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant’s first year of graduate study is not qualifying for GS-9.)
