Qualification Summary
You must meet the following requirements by the closing date of this announcement.GS-05 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: knowledge of Internal Revenue Code policies, procedures and/or programs directly related to the position being filled ORYou may substitute education for specialized experience as follows: A Bachelor’s degree or four (4) years of education above high school in any field of study from an accredited college or university.For Grade 05: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.GS-06 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: knowledge of the Internal Revenue Code, IRS policies, tax rules, regulations, and procedures. Ability to interpret and comprehend contents of case files, filing requirements and offsets used to claim credits and deductions; Working knowledge of AIMS, IDRS, business, fiduciary, and estate tax. Knowledge of Privacy Act, disclosure regulations, and Power of Attorney. Knowledge of other agency procedures related to tax processing (SSA, Federal Reserve Bank, Disbursing Office, State Employment Offices, and other private financial institutions). Skill in providing clear and concise replies to taxpayers and in exercising tact and diplomacy in telephone contacts.GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes: demonstrate knowledge of tax rules, regulations, and procedures as well as the penalty and interest rate computations. This includes cases involving restricted interest, minimum and alternative minimum tax, income averaging, and tax preference items. In-depth knowledge of a broad range of filing requirements and offsets. Working knowledge of AIMS, IDRS, service center processing procedures, master file transaction codes, procedures for effecting account corrections and adjustments. Knowledge of business, fiduciary, and estate tax. Thorough knowledge of procedures and criteria relating to statute protection and expiration including Restricted Waivers of Consent and controlling of the statute. Ability to provide clear and concise replies to taxpayers and diplomacy in telephone contacts.
– The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
In addition to the above requirements, you must meet the following, if applicable:You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
