Qualification Summary
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Specialized Experience:GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing the following duties: Assisting in the identification of economic, technological, legal, social, and foreign policy issues related to Internet policy and the digital economy to include digital copyright, cybersecurity, free flow of information, broadband deployment and data privacy; Identifying, researching, monitoring and analyzing of economic, technological and policy issues related to the Internet; and Drafting policy and program proposals, editing and preparing reports, memoranda, planning documents, positions papers and other materials required to provide expert policy advice on telecommunications and information issues OR three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, e.g. LL.M. or equivalent graduate degree; or a combination of the required experience and education for this grade level. GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing the following duties: Assisting in the identification of economic, technological, legal, social, and foreign policy issues related to Internet policy and the digital economy to include digital copyright, cybersecurity, free flow of information, broadband deployment and data privacy; Identifying, researching, monitoring and analyzing of economic, technological and policy issues related to the Internet; Drafting policy and program proposals, editing and preparing reports, memoranda, planning documents, positions papers and other materials required to provide expert policy advice on telecommunications and information issues; Establishing and maintaining relationships with staff officials of other Federal agencies and/or foreign governments, and other organizations in order to obtain/exchange information and to influence their actions and views. GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing the following duties: Identifying economic, technological, legal, social, and foreign policy issues related to Internet policy and the digital economy to include digital copyright, cybersecurity, free flow of information, broadband deployment and data privacy; Drafting policy and program proposals, editing and preparing reports, memoranda, planning documents, positions papers and other materials required to provide expert policy advice on telecommunications and information issues; Establishing and maintaining relationships with staff officials of other Federal agencies and/or foreign governments, and other organizations in order to obtain/exchange information and to influence their actions and views; Conducting detailed research and communicating findings orally and in writing in order to identify and clearly articulate problems, make recommendations, and provide authoritative guidance to leadership; and Identifying, researching, monitoring and analyzing of economic, technological and policy issues related to the Internet. NOTE(s): Education: You must submit a copy of your college transcripts (official or unofficial) to document education. Experience: Your resume must support your claim of experience or you may be found ineligible. All qualification requirements must be met by the closing date of this announcement. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Career Transition Assistance Program: This program applies to Federal service employees whose positions have been deemed surplus or no longer needed, or employees who have been involuntarily separated from a Federal service position within the competitive service. To receive selection priority for this position, you must: 1) meet eligibility criteria for CTAP or ICTAP; 2) will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100; and 3) submit the appropriate documentation to support your CTAP or ICTAP eligibility. Well-Qualified includes those applicants whose knowledge, skills, and abilities clearly exceed the minimum qualification requirements for the position.
